Lots of letters jumbled in that title, but what's essentially being said is that the Central American Free Trade Act has been tied to the Digital Millenium Copyright Act, such that nations within the CAFTA agreement will enforce US copyright laws, banning the export of hardware or software that circumvents copyright protections, extends copyright protection to "70 years after the author's death," etc., etc.

Swell. Because that's what the world needs -- more copyright laws.
